The Department of Informatization was created in accordance with Presidential Decree of 15 August 2005 № 372 "On creation of the Ministry of Communications and Informatization of the Department of Informatization and amendments and additions to some decrees of the President of the Republic of Belarus" (National Register of Legal Acts of the Republic of Belarus, 2005 ., № 128, 1 / 6697).

Department of Informatization of the Ministry of Communications and Informatization of the Republic of Belarus with the rights of legal entities (hereinafter - the Department) is a subdivision of the central apparatus of the Ministry of Communications and Informatization of the Republic of Belarus (hereinafter - the Ministry of Communications), endowed with public authority, and performing special (executive, supervisory, regulatory and other) functions in the field of information within the competence of the Ministry of Communications.

The Department is guided by the Constitution of the Republic of Belarus, other acts of the Republic of Belarus, international treaties of the Republic of Belarus, the Regulations of the Ministry of Communications and Informatization of the Republic of Belarus, approved by the Council of Ministers of the Republic of Belarus of March 17, 2004 № 302 "On approval of the Regulations of the Ministry of Communications and Informatization of the Republic of Belarus and the amendments of certain regulations of the Government of the Republic of Belarus "(National Register of Legal Acts of the Republic of Belarus, 2004, № 54, 5 / 14 018), the Regulations of the Department of Information Ministry of Communications and Informatization of the Republic of Belarus, approved by the Council of Ministers Belarus of 31.07.2006 № 979.

The main tasks of the Department of Informatization of the Ministry of Communications and Informatization of the Republic of Belarus are:

  • implementation of regulation in the field of informatization in the Republic of Belarus;
  • coordination the activity of legal persons regardless of their ownership and individual entrepreneurs in the field of information in order to create conditions to ensure the information needs of government agencies, legal persons and natural persons on the basis of creation of information systems and (or) networks, which ensure the formation and processing of information resources and presenting users with a documented information. "

According to its main tasks the Department:

  • interacts with the national state administration bodies, local executive and administrative bodies, including those with structural units of the regional executive committees and Minsk City Executive Committee, exercising public authority in the field of information in the administrative-territorial units, and other organizations on matters within its competence
  • with the participation of interested national government concept and program information it develops the scheme of development of information systems and adopt, in accordance with the legislation the measures to ensure their financial and material resources, as well as attracts financial and material resources of interested natural and legal persons of the Republic, foreign investors. It monitors the implementation of programs of information, develops proposals for defining priority areas for infrastructure development of information
  • organizes research and development work in the field of information
  • in accordance with the law it carries out foreign trade activities, participates in international organizations operating in the area of communication and information
  • performs other functions stipulated by the legislation
  • it may submit to the Minister of Communications and Informatization of the Republic of Belarus the proposals on matters within the competence of the Department
  • it may create councils, commissions and expert groups on issues within the competence of the Department
  • it may engage on a contractual basis scientific teams to prepare proposals on the draft concepts and programs of information, development of draft regulations, the preparation and organization of tenders, execution of research, experimental design, technological and other developments;
  • it is entitled to request and receive the necessary information on information from the national government bodies and legal persons and exercise other powers in accordance with its objectives and functions.
