Telecommunication
Telecommunication is a service that represents different kinds of emission, transmission and reception of signals, voice information, graphical information (telewriting), images, sounds and other messages through radiosystem, wired, optical and other electromagnetic systems.
A National Telecommunications Operator is a telecommunications operator which is entrusted with the functions of rendering of telecommunication service on the whole territory of the Republic of Belarus and which has an exclusive right for delivery of long distance and international traffic as well as connecting to telecommunication network of foreign states.
The Republican Unitary Telecommunication Enterprise (RUE) Beltelecom is entrusted with the charges of the National Telecommunications Operator.
Ministry of Communications and Informatization of the Republic of Belarus implements

preparation and implementation of the scientific-technical strategy in the telecommunication development;

coordination of the activities in the field of creation and development of telecommunication network;

long-term planning of the usage of radio-frequency spectrum by civil radio electronic devices;

establishing the procedure of interworking of telecommunication networks through public telecommunication network as well as monitoring and centralized control over the public telecommunication network;

determination of the requirements for construction, numbering, maintenance support for functioning of telecommunication networks, their management, guaranteeing safety of telecommunication networks from unauthorized access to them and transmitted messages, using of radio-frequency spectrum, traffic order and telecommunication service;

control over the telecom operator activities;

international co-operation in the field of telecommunication, including interaction with international organizations and administrations of telecommunication of other countries, guaranteeing fulfillment of engagements of international treaties of the Republic of Belarus;

preparation and adoption of regulatory legal acts.
A continuing body - Interdepartmental Coordinating Council of Ministry of Communications and Informatization was established in order to implement control over creation and construction of telecommunication means and networks which have their outlet for public telecommunication network.
